Τροπολογία για τους κινδύνους από την τουρκική κατοχή της Κύπρου
Ο Αμερικανός βουλευτής Νταν Γκόλντμαν κατέθεσε τροπολογία στο νομοσχέδιο για τον αμυντικό προϋπολογισμό (NDAA), με την οποία ζητάει την εκπόνηση έκθεσης για τις απειλές ασφαλείας που απορρέουν από την τουρκική κατοχή της Κύπρου. Η πρόταση προβλέπει ότι ο υπουργός Άμυνας των ΗΠΑ θα πρέπει να υποβάλει στο Κογκρέσο εντός 180 ημερών μια αναλυτική έκθεση σε συνεργασία με την υπουργό Εσωτερικής Ασφάλειας και τη Διευθύντρια της Εθνικής Υπηρεσίας Πληροφοριών.
Ειδικότερα, η έκθεση θα πρέπει να καταγράφει:
- Τους κινδύνους ασφαλείας για τις ΗΠΑ, τους συμμάχους και εταίρους τους, μεταξύ των οποίων το Ισραήλ, το Ηνωμένο Βασίλειο, την Ελλάδα και την Κυπριακή Δημοκρατία, που προκύπτουν από την παρατεταμένη τουρκική κατοχή.
- Την παρουσία τρομοκρατικών οργανώσεων όπως η Χαμάς, η Χεζμπολάχ και οι Φρουροί της Ισλαμικής Επανάστασης στις κατεχόμενες περιοχές.
- Χρονολογική ανασκόπηση τρομοκρατικών επιθέσεων που διαπράχθηκαν ή επιχειρήθηκαν στην Κύπρο ή στις βρετανικές βάσεις Ακρωτηρίου και Δεκέλειας, με αναφορά στον ρόλο των κατεχόμενων περιοχών.
- Εκτίμηση απειλών κατά αμερικανικών δυνάμεων και εγκαταστάσεων στην Κύπρο και στις βάσεις.
- Τον βαθμό εμπλοκής ή ανοχής της Τουρκίας σε τρομοκρατικές ενέργειες, περιλαμβανομένης της διευκόλυνσης τρομοκρατικών οργανώσεων και της στήριξης μέσω χρηματοπιστωτικών ιδρυμάτων στα κατεχόμενα.
- Τη χρήση αμερικανικών όπλων από την Τουρκία που συνδέεται με την κατοχή και ενδεχομένως με τρομοκρατικές ενέργειες.
- Την καταγραφή οποιονδήποτε μέτρων έχει λάβει η ‘Αγκυρα για την αποτροπή τέτοιων επιθέσεων.
Τροπολογία στο Κογκρέσο για περιορισμό στην πώληση όπλων προς την Τουρκία
Η τροπολογία του Τζος Γκότχαϊμερ θέτει αυστηρούς περιορισμούς στη μεταβίβαση αμερικανικών όπλων και αμυντικών υπηρεσιών προς την Τουρκία, έως ότου η Άγκυρα συμμορφωθεί με συγκεκριμένες προϋποθέσεις.
Μεταξύ αυτών περιλαμβάνεται η αναστολή πώλησης αμερικανικών όπλων προς την Τουρκία, έως ότου η αμερικανική κυβέρνηση παρουσιάσει τα βήματα που έχει κάνει για να αποθαρρύνει την Άγκυρα από παραβιάσεις της κυριαρχίας της Ελλάδας, της Κυπριακής Δημοκρατίας και άλλων συμμάχων.

- Βήματα για τον τερματισμό παραβιάσεων κυριαρχίας άλλων κρατών-μελών του ΝΑΤΟ, συμμάχων εκτός ΝΑΤΟ ή της Κυπριακής Δημοκρατίας, καθώς και την αποφυγή κάθε μορφής υποστήριξης προς οργανώσεις που έχουν χαρακτηριστεί τρομοκρατικές από τις ΗΠΑ.
- Μέτρα αποτροπής αγοράς αμυντικών συστημάτων από αντιπάλους των ΗΠΑ, όπως είχε συμβεί με την προμήθεια των ρωσικών S-400.
- Εξασφάλιση ότι αμερικανικά όπλα δεν χρησιμοποιούνται στην Κύπρο για τη διευκόλυνση της τουρκικής κατοχής, καθώς και αποτύπωση της κατάστασης των ήδη μεταβιβασμένων συστημάτων που βρίσκονται εκεί.
- Καταγραφή επιθέσεων εναντίον Αμερικανών στρατιωτών ή οικογενειών τους, αλλά και των μέτρων που λαμβάνει η τουρκική κυβέρνηση για την πρόληψη νέων επιθέσεων.
- Μετά την ολοκλήρωση της έκθεσης, ο υπουργός Εξωτερικών θα πρέπει να ενημερώσει το Κογκρέσο πριν από οποιαδήποτε απόφαση για πώληση ή μεταβίβαση όπλων στην Τουρκία.
Η διάταξη θα ισχύει για πέντε χρόνια από την έναρξη εφαρμογής του νόμου ή μέχρις ότου ο Πρόεδρος πιστοποιήσει στο Κογκρέσο ότι η Τουρκία έχει σταματήσει τις επαναλαμβανόμενες παραβιάσεις κυριαρχίας εναντίον κρατών μελών του ΝΑΤΟ, συμμάχων εκτός ΝΑΤΟ ή της Κυπριακής Δημοκρατίας.
